The POZ Cola 1:43rd Ferrari were made by Biante, using a Minichamp model. They were commissioned by Model Cars Too in Sydney.

What are the criteria for commissioning a limited run of a particular car. Can anyone with the necessary $ $ $ to pay for a 500 car run commission a variation of an existing Minichamps, Autoart or Biante model ?

In such a case, presumably this can only happen with the approval of the car owner, sponsors, drivers etc. At what point does copyright expire on such things (30 years ?) if at all ?

Rights on intellectual property do not expire.
If the car maker, driver, all the sponsors and anyone else who is involved give written permission, and the model maker is prepared to make it, you can do one.
500 is not a typical run, so don't get too excited. Minimum is 3000 normally, usually 5000.
